If you are planning on retiring and staying in Germany then a USAREUR license can be converted into a German one ONLY if it was issued before 29 March 1998. Owners of licenses issued thereafter must take the German test.
Depending on where your U. S. Driver’s License was issued, you might have to take a written test or a Driving test or both.
